Try a leopard-print suit if you want to recall the 70's, and maybe something a bit more conservative if you're going for modern Elton. It really depends on what era you'd like to go with, but just don't forget a pair of crazy glasses.
Lady Gaga makes for a great costume because she is such a visual artist and wears all kinds of crazy costumes herself. If you want to go for a simpler look, take a look at her earlier work. Throw on some zebra print and paint a blue lightning bolt on your face.
